St.Louis County Ballot Issues and Judges - MOPP Recommendations

UPDATED - I would highly recommend reading voting based upon which governor appointed the judges. In that case, the below information would change.

Missouri State Supreme Court

George W. Drapper III - Appointed by Nixon - Recommend a NO vote

Eastern District Appellate Court

Robert Clayton (well-know progressive) Appointed by Nixon – Recommend a NO vote

Gary Gaertner                                 Appointed by Nixon – Recommend a NO vote

Lawrence E. Mooney                       Appointed by Nixon – Recommend a NO vote

Sherri B. Sullivan                           Appointed by Mel Carnahan – Recommend a NO Vote

Frontline Magazine published by the Conservative Coalition, Editor Donna Hearne, has just published the Fall 2012 Edition which includes a evaluation of all Judges on the November Ballot in the State of Missouri. This paper is distributed across the state, primarily to churches. I urge all of you to try to find a copy and read all about the judges that are on the ballot in your area. You can order more copies for distribution by using the attached order form that is included in our OCTOBER/NOVEMBER 2012 "ELECTION EDITION"  of the "MOPP E-News Magazine". 
I would like to suggest that our MOPP County Coordinators might want to do this for their respective county. I have attached a map of all Missouri Circuit Courts, as well as a list of all Judges on the ballot in Missouri.

For judges that are on the ballot for St.Louis County, I have gone through Frontline and other information I have collected over the past months and reviewed if they should be retained. Cathy Armbruster from South County was a great help by providing information as well. Based on the information reviewed, my recommendation is to retain the following judges only or vote YES for:

Missouri Supreme Court Judge - George W. Draper III
Missouri Court of Appeals, Eastern District - Gary M. Gartner, Jr
Circuit Judge 21st Judicial Circuit, Division 6 -  Douglas R. Beach
Circuit Judge 21st Judicial Circuit, Division 10 - Michael T. Jamison
Circuit Judge 21st Judicial Circuit, Division 17 - Joseph L. Walsh
Associate Circuit Judge 21st Judicial Circuit, Division 36 - John N. Borbonus
Associate Circuit Judge 21st Judicial Circuit, Division 42 - Sandra Farragut-Hemphill

For all other judges I was not able to get sufficient information  and therefore would  recommend a NO vote.

St.Louis County Ballot Issues:

Special School District of St.Louis County Proposition S

- In general and under today's economic conditions, I recommend to vote NO on Prop S

 St.Louis County Library District Proposition L

-  In general and in today's economic environment, I recommend to vote NO on Prop L

If the St.Louis County Library system wants to improve the building stock, they should ask for a bond issue. This tax increase does not have a sunset. So after they have improved the buildings, the extra funds will be used for what? The claim that the system has not asked/received a tax increase for many years is misleading. Our property values have increased substantially and so have their tax receipt. In addition, the St.Louis County Libraries are not very accommodating to requests by legislators or parents to require parental approval for sexually explicit books and reading material for pre-teens (Ages up to 11years of age).
